City โ In a determined
push to fortify the Philippine National Police’s
dedication to upholding internal discipline,
command responsibility, and effective police operational procedures, Deputy Chief
PNP for Administration
Lt Gen Rhodel Sermonia led a command visit
at Camp BGen Vicente
Lim.
The event, themed
“Reiteration: Internal
Disciplinary Mechanism, Command
Responsibility and
Police Operational Procedures,” took place on
August 16, 2023.
Gathering personnel from Police Regional Offices 4A, 4B, and
5, along with Lt Gen
Rhoderick Armamento,
Area Police Commander โ Southern Luzon
Commander, the visit
commenced with Sermonia’s arrival at PRO
4A welcomed by Brig
Gen Carlito M Gaces,
PRO CALABARZON’s
Regional Director.
The highlight was
a “Talk to Men” session where Sermonia
dialogued with around
200 personnel from
PRO 4A and PRO 5, addressing administrative
and criminal cases. He
underscored the significance of responsible and professional
service, assuring his
commitment to guiding them towards enhanced conduct and
service excellence.
The event featured
the signing of a partnership agreement
between the PNP, National Governors, Regional and Provincial
Advocacy Groups, and
Force Multipliers. This
collaboration empowers these entities to act
as vigilant observers,
reporting any instances of police misconduct
and abuse.
Subsequent to
the partnership signing,Sermonia together
with Gaces led a press
briefing, engaging with
the media to secure
their cooperation in
achieving the PNP’s
goal of fostering prosperous and secure
communities through
joint efforts of law enforcement, citizens,
and various sector.
The Command
Visit continued with a
comprehensive reiteration of PNP policies, encompassing topics such
as the Internal Disciplinary Mechanism,
Level of Disciplinary
Authority of Unit Commanders, Salient Provisions of Police Operational Procedures,
and Rules on the Use
of Body-Worn Cameras
during operations. Pertinent statistics on PNP
personnel facing criminal and administrative
charges were also presented.
The event’s pinnacle was the validation
of the “Buhay Ingat,
Droga’y Ayawan” program, relating to the
PNP Quad Function.
This presentation covered identified drug
routes, groups and
personalities, the drug
landscape, anti-drug
achievements, status
of filed drug cases, and
the program’s impact
assessment on peace
and order. The session
also touched on Barangay Clearing Operations and BIDA Accomplishments.
Menwhile, Sermonia reiterated the importance of upholding
PNP’s duties and responsibilities, stressing
adherence to Police Operational Procedures
and internal discipline.
He highlighted commanders’ pivotal role
in supervising personnel, aligning with the
Command Responsibilities Doctrine. He urged
continued support for
government plans and
PNP programs centered on the mission
to serve and protect.
