The 146 detention cells facility will significantly reduce congestion rate from 448.76 percent to 19.89 percent only. ”We are aiming for a much lower or even zero congestion rate, but the 428.87 percentagevariance already translate a wider breathing space for hundreds of persons deprived of liberty, providing them of a better secured environment, which in that way alleviating their living condition,” Rivera said.
