Department of the Interior and Local Government Secretary Benjamin C. Abalos, Jr, (right), receives a token of appreciation, “Lion and a Lamb” from the Chief of the Bureau of Jail Management and Penology Director Ruel S. In his speech, Abalos cited the transformation programs being initiated by the Bureau in reforming person deprived of liberty (PDL) to become functional citizens.
